Teaching:

  • Mikroeconomics
    Program 38.03.01 Economics, Bachelor, 1st year, 1st semester, refers to the base of the Professional MP Bachelor cycle under the major 38.03.00 Economics. Main purpose of the discipline: formation of basic professional competences in the field of methodology for analyzing current market conditions at the micro level of economic activity, skills of searching, collecting, processing, analyzing and systematizing of information in microeconomics, management for effective organizational and administrative decisions at the micro level. As a result of studying the discipline student should possess the following competences: to know the methodological and theoretical foundations of microeconomic analysis; the main theoretical approaches developed by different economic schools; laws governing the functioning of the modern economy at the micro level; main categories and tools of analysis. To be able to: apply methods of microeconomic analysis; evaluate current state of economic actors by means of statistical analysis; understand and interpret the results of the analysis correctly. To own skills: of searching pieces of scientific literature, including non-translated ones; of conducting the independent economic research with its modern methods; of presentation of the results of analytical and research work in the form of speeches, reports, presentations, essays.
  • The competitive system of budget allocation.
    Program: Economics, Bachelor's, Economic Theory, 3rd year, 5th semester. Total laboriousness - 6 CU, included in the general professional training disciplines cycle for Bachelors in Economics. In order to study this discipline one should possess the following knowledge and skills, generated by the preceding disciplines: Macroeconomics, Institutional Economics, Theory of Contracts. Objectives of the discipline: to develop skills of comparative analysis of different contract theories, to deepen the skills of economic analysis of the State and business interaction in the framework of the State contract, to familiarize with structure of contracts, which is a part of budget procurement system, to instill students with advanced practical skills in drafting the State contract, to prepare students for the effective use of the skills in independent analysis of the public contracts enforcement mechanisms. Program content. Module 1: Theoretical Foundations of public contracting and contract types. Module 2. State contract: structure, classification, closing the bids. World experience and Enforcement.
  • The Economy of contracts
    Program 38.04.01 - Economics, specialized master's program procurement Economics, 2nd year, 3 semester. Total laboriousness - 6 CU, refers to the cycle of basic disciplines of training undergraduates. The next knowledge and skills generated by the preceding disciplines are necessary to study the discipline: Microeconomics (advanced level); Macroeconomics (advanced level); Institutional Economics and Law; Introduction to the economy of procurement and logistics; The world experience of public procurement. Knowledge, skills and abilities formed by the discipline are required for subsequent courses: "Procurement of goods, works, services by separate legal entities," "Purchase of innovative products and services", "Management decisions in government spending", "Training in the matter of contract system", as well as for research, preparation of Master's theses and articles. Objectives of the discipline: deepening the skills of independent analysis of the structure of contracts on a high level of uncertainty in the Russian economy; formation of practical skills of assessment the solutions in the area of government contracts; formation of the ability to evaluate the effectiveness of the decisions taken on the matter of choosing the supplier and concluding the contract; the use of tools of economic analysis of behavioral models of the participants of contractual relations. Contents of the discipline. Module1. Institutional and legal bases of market contracts (Contract Theory: A Comparative Analysis and classification. Types of contracts: a place of public contracts in their structure. US Federal contract system: structure and experience of the functioning). Module 2. State contract: characteristics and problems (State and municipal contract: essential terms. The contract on the results of the competition, electronic auction, quotation request. Features of performance and termination of the contract. Control of public procurement procedures and responsibilities).
  • The Theory of Contracts and the Economics of information.
    Program 38.04.01 Economics, specialized master's program Economic Theory, 2nd year, semester 3, part of the variable part of professional cycle Master's Degree. The objectives of development disciplines: promotion to a higher level of learning contract theories during Bachelors degree, deepening the skills of independent analysis of structure of contracts under asymmetric information, formation of practical skills in assessing decisions under conditions of asymmetric information and subjective risk, effective use of the skills of independent analysis of opportunistic behavior and ways to prevent it, use of the tools of economic analysis of market behavior of participants of contractual relations, in-depth understanding of the laws governing the functioning of the information economy.
  • Training on contract system throughout the business game "Contractual procurement system"
    The purpose of the discipline - formation of practical competencies for the effective functioning as the subject of the contract system (the customer) based on knowledge of the law on public procurement and the ability to draw up the necessary documents at every stage of the unified contract system. Problems of development of the discipline: - specification of the legislation on public procurement to the corresponding phase of the contract system and individual goods and services; - development of skills of drawing up of documentation for all stages of the contract system; - Formation of procurement skills, preparation and conclusion of the state contract and its enforcement. This academic discipline is included in the variable part of cycle of professional disciplines; it is mandatory and is studied by graduate students for 4 semesters.
  • The economy of the state contract
    The objectives of the discipline are: - To develop the skills of the comparative analysis of different theories of contracts - to deepen the skills of economic analysis of the interaction between government and business in the framework of the state contract - To familiarize students with government contract structure, which is an integral part of budget procurement system - Instill students with confident practical skills in drafting state contract - to prepare students for the effective use of the skills of independent analysis of the enforcement mechanisms of public contracts. Program 38.03.01 - Economy, qualification (degree) - Bachelors. Competences of students, formed as a result of studies: - assesses the main features of the functioning of the budget system of placing orders ; - Is able to collect and analyze the raw data needed to calculate the cost-effectiveness of different methods of budget procurement (PP-1); - Is able to collect, analyze and process data necessary to determine the initial maximum price of state contract; able to participate in the development of the "economy of the state contract" training and methodological support disciplines.
  • Game Theory and Contract Theory
    Total laboriousness - 5 CU., applies to the base part of professional Bachelors cycle. Major 38.03.01 Economics. In order to study this discipline knowledge and skills are required generated by the preceding disciplines: Theory of Probability and Mathematical Statistics, Linear Algebra, Microeconomics, Macroeconomics, Institutional Economics. Subjects which require knowledge and skills generated by the given academic discipline: Procurement and Contract Theory, Institutional Economics and Law, Public Choice and Behavioral Economics, Microeconomics (advanced level), Macroeconomics (advanced level), Game Theory and Quantitative Methods. Objectives of the discipline: Learning the basics of modeling and analysis of conflict situations with the use of methodological tools of Game Theory, and on this basis - formation of knowledge of the principles, rules and forms of contractual relations, as well as the skills of conclusion, performance, enforcement and termination of contracts (for example, the State contract). Contents of the discipline: Module 1. Game Theory in the economy. Simulation gameplay. The principles and basic concepts. Genesis of the concept. Types of models of conflict and classification games.
  • Theory and practice of contracts
    Total laboriousness - 4 CU., applies to the base part of professional Bachelors cycle. Major 38.03.01 Economics. This discipline is based on the preceding disciplines: Microeconomics, Macroeconomics, History of Economics, Institutional Economics, and is a predecessor for future disciplines: Theory of contracts and the Economics of information, Institutional Economics and Law, Public Choice and Behavioral Economics, Microeconomics (advanced level), Macroeconomics (Advanced level). The purpose of the discipline: to form knowledge of the principles, rules and forms of contract relations in the modern market economy, as well as the skills and ability to conclude, pursue, enforce and terminate the contracts (for example, the State contract). Contents of the discipline: Module 1: Theories of contracts: a comparative analysis and classification: Theoretical Foundations of contractual arrangements. Theory of transaction costs and features of the contractual relationship. Contractual arrangements as a factor in reducing opportunism in the face of uncertainty. Types of contracts: a place of public contracts in their structure. Module 2 State Contract: structure, classification, the result of an opinion on the bid: The world experience of public contracting. Conclusion of the state and municipal contract. Enforcement of state contract. Execution of the contract. Enforcing of Contracts. The mechanism of modification and termination of a state contract.
  • Economic and legal responsibility for violations in the field of procurement.
    Program 38.04.01 - Economics, specialized Master's program Economy of Procurement. The objectives of the discipline: to train specialist, who should possess of and use innovative technologies of placing state and municipal orders, and regulations of monitoring compliance with these technologies on the basis of studying legislative framework in the field of placing public procurement; skills training economic and legal control of public procurement. Contents of the discipline: MODULE 1. Economic and legal regulation as a state protection of competition. MODULE 2. Guarantees to ensure competition in procurement and responsibility. Module 3: Control of antimonopoly bodies and prosecutor's supervision over the observance of antimonopoly requirements in procurement. Excitation and investigation of cases of violation of the antimonopoly legislation. Responsibility for violation in the field of procurement.
  • Educational practice
    Program 38.04.01 - Economics, specialized Master's program "Economy of Procurement", 2nd year 3rd semester. Total laboriousness 4 CU, applies to the cycle of "Practice, including research work". Necessary knowledge and skills generated by the preceding disciplines to study the discipline: Microeconomics and Macroeconomics (advanced level); Institutional Economics and Law, Public Choice and Behavioral Economics, Management decisions in public spending. The knowledge and practical skills, acquired during the training practices, are needed in the study of the following disciplines: Procurement and the Theory of Contracts, Management decisions in public spending, research, teaching practice, industrial (pre-diploma) practice, as well as in the preparation of essays, Master's thesis, implementation of scientific papers. The purpose of the educational practice: formation of primary professional skills, skills of independent practical work, skills to formulate and solve problems arising in the course of studies and practical business activities, as well as to process received statistical and theoretical results. Contents of the discipline: MODULE 1. Introductory conference. Safety instructions. Introduction to the activities of the enterprise, which is the basis of practice. MODULE 2. An in-depth study of analytical techniques of solving problems, which is relevant for research issues: familiarisation with the methods and the use of them in the life of the enterprise, with methods of processing the empirical data and its interpretation; providing research on the enterprise in the Master's thesis; development of proposals to increase the efficiency of the enterprise; implementation of personal developments and offers to enterprise activities. Module 3. Final certification for the practice: preparation for practice report; protection of the practice report.
  • Procurement and Contract theory.
    Program 38.04.01 - Economy. Masters in Economic Theory, Economics and Law, Economics of Procurement, 2nd year 3rd semester. Total laboriousness 4 CU, applies to the optional part of the Master's program structure. Complements and extends the skills and knowledge generated in the course of studying the following disciplines: Microeconomics (undergraduate), Microeconomics (advanced level); Macroeconomics (undergraduate), Macroeconomics (advanced level); Institutional Economics, Econometrics, Public Choice theory, Management decisions in public spending. Knowledge and skills needed for the study of the subjects: human dimension of economic and social development, project activities, production (teaching practice), preparing a Masters thesis. The objectives of the discipline: on the basis of promotion to a higher level of learning the Public Procurement - to form the skills of state and municipal procurement management, evaluation of solutions, independent analysis of opportunistic behavior of state customers and businesses in the process of procurement and ways to prevent it, using the tools of economic analysis of market behavior of participants of the contractual relations, in particular on budgetary procurement. Contents of the discipline. Module 1: Institutional and legal basis of market contracts. Module 2. The contract system in the field of public procurement.
  • Competitive mechanism for allocating of financial resources.
    Total laboriousness 3 CU, applies to the cycle of general training disciplines for Bachelor of Economics on the major "Finance and Credit", 5th semester. It is based on the preceding disciplines: Microeconomics, Macroeconomics, Economic history, and is prior to the following disciplines: Institutional Economics, National economy, as well as to the preparation of the graduation paper. The purpose of the discipline: to develop the skills of comparative analysis of different contract theories, to deepen the skills of economic analysis of interaction between government and business in the framework of the state contract, to familiarize students with its structure, to inculcate the skills to develop the state contract, to prepare students for independent analysis of enforcement mechanisms of public contracts. Contents of the discipline. Module 1: Theoretical Foundations of public contract. Module 2: Types of contracts: a place of public contracts in the structure. Module 3 The state contract: structure, classification, closure of bids. Module 4: The world experience of public contracting. Module 5: Enforcement of state contract.
