Marina Borovskaya, President of the Southern Federal University, took part in an expanded meeting of the Expert Council of the State Duma Committee on Science and Higher Education.

The key topic of the discussion was the management of the continuing professional education system as a key condition for achieving innovative and technological leadership and sovereignty of the country.

The event brought together leading experts, representatives of relevant ministries and departments, rectors of the country's leading universities, as well as deputies of the State Duma. The council participants focused on finding effective mechanisms for adapting the education system to the challenges of the new economy and the need to ensure the technological independence of the state.

The experts discussed issues related to the integration of additional professional and fundamental education, the role of universities in the formation of personnel sovereignty, the tools of the national project "Cadres" and measures to promote employment, the training of managerial and technological personnel for the modern economy, the development of a model of technological vocational training, technology transfer and the interaction of universities, government and business and infrastructure challenges and solutions in in the field of continuing education.

In her speech, Marina Borovskaya outlined the main challenge of our time: cycles of technology renewal are becoming shorter than cycles of personnel training. This creates a systemic gap between the rate at which new production tasks appear and the rate at which human capital adapts.

According to Marina Borovskaya, in the new conditions, it is additional vocational education that is becoming a system-forming element of the professional qualifications system. It allows for rapid, targeted, and verifiable updating of competencies and a "quick overhaul" of educational programs to meet new challenges.

Following her speech, Marina Alexandrovna made a number of specific proposals to the draft decision of the Expert Council, which will form recommendations for relevant committees of the State Duma and federal executive authorities aimed at improving the legislative framework in the field of continuing professional education.
