The key issues of integrating scientific research and advanced technologies into the management decision-making process were discussed at the second international scientific and practical conference "Science for Public Administration in Russia", which was held on November 6-7, 2025.

The conference was organized by the Russian Presidential Academy of National Economy and Public Administration.

Marina Borovskaya, President of the Southern Federal University, took part in a panel discussion during the plenary session and spoke about the main aspects of science and education as the intellectual framework of modern public administration.

"Science and education are not two parallel worlds. It is a single ecosystem of development. When scientific ideas are transferred to the educational environment, a new type of manager is formed — a person who not only administers, but thinks in hypotheses, relies on data and is able to see patterns. That is why the transfer of science to education is not a side process, but the main way to form an intellectual class in the public administration system," Marina Borovskaya noted.

Marina Alexandrovna also spoke about the prospects for the development of vocational education in Russia during the section "General and vocational education: the unity of opposites."

It is worth noting that the Second International Scientific and practical Conference of the Presidential Academy brought together leading Russian and foreign experts in the field of public administration and socio-economic development, representatives of government authorities, the scientific community, business and public organizations.
