The social mission of universities was discussed at an expanded meeting of the Council of Rectors of Higher Education Institutions of Southern Russia

4 августа 2026 г.

On July 30, a joint meeting of the Councils of Rectors of Southern Russia, the Krasnodar Territory, and the Republic of Adygea was held in Krasnodar. The topic of the meeting was the public work of universities, or the so‑called third mission of universities.

The participants discussed how universities can help regions, develop volunteering, and work with local authorities, businesses, and non‑profit organizations.

The main focus was on the draft Concept of the Social Mission of Universities. He was presented by Artem Metelev, Chairman of the State Duma Committee on Youth Policy. He proposed making the approach flexible: the basic level would be mandatory for all universities, while the advanced level would take into account the profile of the university and the needs of a specific region.

The meeting was chaired by Marina Borovskaya, President of Southern Federal University. Among the participants were the rectors of Kuban State University, Sevastopol State University, Armavir Pedagogical University, Kherson Technical University, and others.

They also discussed teacher training, funding, assessing the effectiveness of social work, and supporting universities in the new territories.

Based on the meeting results, it was decided to:

support the draft Concept;

create a working group to refine it;

develop a system of indicators and methodological recommendations;

conduct testing in several pilot universities.

Now the document awaits further discussion and clarification.
