On June 10-11, Marina Borovskaya, President of the Southern Federal University, Chairman of the Council of Rectors of Universities in the South of Russia, Academician of the Russian Academy of Sciences, took an active part in the VI All-Russian Conference "Personnel Management and Labor Protection in Scientific and Educational Organizations of Higher Education", which was held at Peter the Great St. Petersburg Polytechnic University.
On June 10, at the plenary session "Personnel sovereignty in the system of science and higher education: new legal realities, strategic priorities, best practices" Marina Borovskaya made a presentation on the topic "University as an economic system: from rationing to improving labor productivity and managing results." In her speech, she presented approaches to the transformation of the system of remuneration and incentives for research and teaching staff.
"It is necessary to develop unified approaches to rationing and stimulating the work of teachers and researchers throughout Russia, including the integration of new regions into the common educational space," Marina Borovskaya emphasized.

The plenary session was also attended by Denis Sekirinsky, Deputy Minister of Science and Higher Education of the Russian Federation; Andrey Rudskoy, Rector of SPbPU, Academician of the Russian Academy of Sciences; Alexey Svistunov, Director of the Personnel Policy Department of the Ministry of Education and Science of the Russian Federation; Vasily Ponidelko, Chairman of the Committee on Labor and Employment of St. Petersburg; Eduard Temnov, Deputy Chairman of the Trade Union of Workers of Public Education and Science of the Russian Federation; member of the Central Council of the Trade Union RAS Natalia Tyurnina and others.
The conference is held on the initiative and under the organizational leadership of the Ministry of Science and Higher Education of the Russian Federation. In 2026, the event was held at the SPbPU site for the fifth time in a row, which indicates the university's stable status as a recognized competence center in the field of personnel policy and occupational safety in the higher education system.
On June 11, Marina Borovskaya moderated the discussion platform "Labor rationing. Formation of the staffing table and salary fund. Transformation of the bonus approach: from right to obligation". The session included a discussion of key issues of personnel policy at universities, including changes in legislation, digital HR, competence diagnostics, and labor disputes.
